Did Gen Mattis just signalled to North Korea an attack?

Listening to  Gen Mattis he said that in an attack to North Korea US will not try to destroy the entire North Korea.

Was this a message to Kim Yong Un – we will make a surgical strike please do not misunderstand and use nuclear bombs?
